Dr. Grover Allen is the Southeastern Regional Engineer for the Asphalt Institute based out of Florida. He is a Professional Engineer, earned his bachelor’s degree from Louisiana Tech University, and his master’s and Ph.D. from Texas A&M University.
Dr. Allen has 20+ years of experience with an emphasis on asphalt and emulsion troubleshooting/customer support, production/testing QC, and product development/innovation. Dr. Allen also has experience with recycled materials (RAP/RAS/GTR), rejuvenating additives, spray applications, and pavement management systems.
Dr. Allen was part of a team that built a 100% RAP rejuvenated cold mix low-volume road that has remained in service for over 7 years and counting. Dr. Allen was the primary inventor of age-resistant asphalt and emulsion compositions with 8x ductility of conventional PG 67-22 and PG 76-22 PMA asphalts after 60-hr PAV aging. U.S. Patent Nos. 11,401,424 and 11,414,549 further describe these inventions. Dr. Allen managed budgets of several million dollars for more than a decade and managed teams of 10+, including engineers, QC managers, lab managers, field support managers, and chemists during his career. He was responsible for product formulation, product development, an AASHTO-accredited laboratory, and staff with over 50 years of combined experience, and oversaw the execution of over 11,000 laboratory work requests. Over 250,000 miles have been paved with asphalt products produced under his direction.
Dr. Allen has solved various practical field application and construction problems for contractors, producers, agencies, acted as an advisor to asphalt technologists and innovators, and has authored dozens of reports and articles related to asphalt. He has provided training and made dozens of presentations in professional meetings, conferences, and workshops. He is currently serving on several committees in the industry, including the Southeastern Asphalt User-Producer Group (SEAUPG) board, NCAT’s Applications Steering Committee, and AASHTO PEAS Technical Committee.
